I am unable to understand your description, and it seems likely that a lot of the information needed to answer your question is missing. Pictures and a more detailed description seem necessary.

Golden039, did you mean that your neighbor cut their tops off, and you went in later and cut even more off the leader trunks?

If so how far down to shorten the main or modified leader trunks did the neighbor cut? Also, if you cut off 40% more of the trees, how far above the ground is the current tops of your tree trunks?

Since topping off main leaders of trees proves to be generally bad, please report what widths you now get if you measure across those newly cut ends on the top of your tree's main leaders? If they are 4 inches or more in width, then it is likely that your tree structure is now too damaged for these trees to recover properly,

If this is the case: dig them up and get rid of them. Otherwise you could do some research on how best to cut the trunks down to about 6 inches above the root flare, in an attempt of encouraging them to develop new main leader growth. That is, if your trees are still fairly young, but also old enough to have well established root systems.
