Here is what I do. Dig a 2'deep trench in a flower bed and place your roses in it and cover them up. Put markers on each end so you know where they are. Then dig them up and plant them next spring. Now that you are a northerner plant the bud unions 6"down
If the ground is frozen, just pot them and put them in a unheated garage over the winter. make sure you water them every once in a while.

I usually transplant in the fall. The roots have an opportunity to develop in their new location before the ground freezes, and the plant gets off to a running start in spring.
