Okay, there are many, many web-sites available that tell the correct way to plant and harvest garlic. I'm sure, there are also instructions on this site. The little seeds you are talking about are, yes, seeds, BUT, you should cut these off about a month ago. This part of the plant is called the scane. It grows up from the center of the plant and curls around while developing a flower bud, inside the bud are the seeds,that look like tiny cloves of garlic. Cutting the scane allows more energy to go to the bulb, resulting in larger bulbs. Well, you will have garlic to eat this year just that it won't be as large as it could be. So, better luck next year..Also, once you harvest, allow the bulbs with the plant attached to cure in a warm, dry location for about 3-4 weeks or until the skin covering the cloves becomes paper like. Once the bulbs are cured cut off all but 2 inches of the plant from the top of the bulb and cut the fiberous roots at the base and ENJOY.
