Growing Shallots in zone -5

Having grown garlic with great success over many years, I decided to grow shallots. I found some "sets" at the garden shop and used some bulbs from the grocers that were on sale. So far all of them are producing very small bunches of green onion like bulbs, nothing like the mature bulbs I purchase. Will they get to a larger size by fall or am I supposed to pull these at some time and replant in the fall or next spring?

I'm also in zone 5. This last March I transplanted some shallots I had started from seed and some shallot bulbs from the local food co-op. The did OK, but not great. Each shallot bulb turned into 4 shallots, but they were not real big. Certainly good enough to use in cooking.

This October, when I plant my garlic, I'll also plant shallots and over-winter them. I have done a lot of reading and it seems to be the more accepted way for shallots.
