How much water are their roots actually getting under there?
Just because they don't need much water doesn't mean they don't need any.

I would dig them up and replant the ones that look good.
It would take a year for them to look natural, with mature and young coming on. That they have grown there for so long means it must be a good spot.

Thanks for the help. I have replanted the good ones and they are doing pretty good. I'm on Cape Cod and they love this hot spot under the steps. Again thanks.
