Yes. Many shallots cure out to double or even triple bulbs, which must be separated into singles if possible if you want to plant them. As you break them apart, check the hard basal plates at the bottoms to make sure they stay intact. If that part tears off you may as well eat the bulb.

Use some judgement. Nearly all shallots and multiplier onions have multiple centers in every bulb. Do not separate so far down that there is no decent wrapper between the sections. Only take those separate bulbs that come apart easily.

When I feel the shallot I can tell there's two bulbs under the wrapper. I removed the outer wrapper and there's two separate bulbs only attached at the root but the bulbs dont have the dry outer layer. Can I split the two bulbs at the root and then plant them separately.

tinyfish, probably, but you might just give them a while to recure first and then see what you get. Just like was said above, be careful of the basal plate, they must each have a part of it. That doesn't necessarily mean they have to have a part of last year's basal plate though. They should each have already started to form their own new one for next year and that should be obvious if they are allowed to recure once the original outer wrapper was removed.
