When I was in Chiang Mai, there were many beautiful homes with gardens in the area just outside the city, on the other side of the bridge. I think that they belong to government workers, staff from the university, and other professionals. Also, some of the temple compounds in the city have nice gardens too.

Maybe you could find information about public/private gardens on the 'net, since Chiang Mai is a popular tourist spot.

The Queen Sirikit Botanic Gardens is a must see. Its in Chiangmai.
