Hollyhock problem -- second try

A few weeks ago I planted about nine hollyhock seedlings and all but one or two have disappeared. I do have rust on the mature plants, and have sprayed with neem and cut off the affected leaves. But that doesn't seem to account for withering/disappearing seedlings. Any ideas on what might have gone wrong? They were perfectly healthy when they went in.

Lupine and asclepias seedlings went in same area at the same time and while they're not growing much they aren't stressed or dying.

Thanks.
