It's not bamboo, but I don't know what it is. What do the leaves look like, if there are any? A close-up of the top green stems and something for size comparison would be very useful.

Thanks Kt, the leaves were barely holding on but here's a shot of what they should look like when they hopefully start growing back. Maybe overwatered because they were yellowed and spotted.

I have no idea...but I do know that it is definitely not a bamboo. Maybe someone else here can help you. I have seen similar looking plants in the past, but never knew what they were called. I would also like to know what it is called.

how about desert rose -- Adenium obesum...

It is a Desert Rose. I have had one for the last 4 years. Beautiful blooms. You will be glad you saved it.

Concur! It is desert rose. These are susceptable to root rot easily. Make sure you plant it in a well drain soil with light watering.
