New culms falling over

Does anyone know what might cause this? It's been a tough spring for the boo. First the squirrels and now this. I've growing boo for close to 5 years now and have never experienced 15 foot shoots just flop over like this. this has happened mostly to my flexuosa which thus far has been over 20 big culms like this. The very first shoot on my rubro reached 3 feet and then did the exact same thing. I get plenty of aborting shoots each year, but that happens at around 6-12 inches. The only guess I may have is excessive water. We've had tons of rain recently and I'm thinking the shoots are just saturated with water. Any other theories? Thanks
