Compromise...which one

Our back acre borders a subdivision and a ditch. We have a chain link fence in place now, which we would love to replace with wood but the cost is too much for both acres. Until then, I would love to screen off the neighborhood from our backyard. Right now there are some young pines that are doing great but not only do I generally have a hate for pines but dh hates their placement. They are too close together and dh wants to cut them immediately. I want some kind of screening so I have made him leave them for now.

Here is the compromise part...LOL. He will leave them for now if I come up with a nice screening soon. I thought of bamboo but dh works out in areas where bamboo is wild and is fearful of it. I have read about clumping bamboo but don't know which is best for Zone 8b. Would painted or striped bamboo work? I want something that will fill in over time but not be too hard to care for or control. The area is very dry with no chance of watering other than rain and has full Louisiana sun. The location is also on the south-southwest area of our property.

Another thought has been pampas grass due to its size and beauty but I have read it can be invasive too and harbors snakes. Due to the wooded area to our north, which has a small overgrown pond, we have seen several copperheads or water moccasins. One even bit my dog. Our neighbor that borders our land says he has killed four in his backyard, one being in that ditch that I spoke of. I fear that growing pampas grass near that ditch will encourage snakes even more to come to our yard. Opinions?

Lastly, we considered oleander but are fearful of their toxicity. I have a 3, 5, and 9yr old along with foster children ages 3 and 6. My children have never been one to eat plants but with foster children, you never know. It is quite a distance from the house though and they never venture that far so maybe I am over worrying. Opinions on this too?
