First of all that is PHOE's Cleo (short for Cleopatra).

It is a rhizomatous begonia. You can cut the long rhizomes and start some new plants by planting them horizontally on some good potting mix. Keep covered with clear plastic containers (if humidity is low) until they root. Do not keep sopping wet but don't let dry out either. Too much or too little results in death usually.

You can also tease apart smaller rhizomes and start those as well. Sometimes it is best to just divide the mother plant into several smaller plants. Put these in smaller pots and as they grow you can move them up to the next bigger pot.

Fresh soil with fertilizer already mixed in usually makes a big impact in a few short weeks.
