It doesn't take a long piece, If you are lucky, you can get one with a bit of root. Otherwise, a 6 inch piece should be fine. Treat them like a Cleistocactus, which means they grow in well draining mineral-based soil.

When you get the cutting, allow it to dry for a week or so in a well ventilated shady area. After that you can prop it up in the soil it will grow in, but don't water it until you see new growth. You should get roots growing after 2-3 weeks. Once you see new growth, then you can water. These plants like water when they are growing and blooming, and a weak fertilizer once in a while will increase the blooms.

Hildewinterias have been mostly lumped with Cleistocactus, and based on flowers, growth pattern and geography, that seems to make sense. I grow 10 or 12 species of Cleistos, and they stay out all summer here in PA. Small pots means the frequent summer rains are not a problem.

In their native habitat they're cliff-dwellers, so if you don't have a spare ravine, or an upside-down strawberry pot, a basket is an effective container for this pendulous beauty.

Though this species was hard to come by for quite some time, it seems it is much more readily available nowadays. As a matter of fact, when I was at the Inter-city Show & Sale earlier this month in Los Angeles, it was - by far - the commonest Cleistocactus (and relatives) species offered!
I noted no fewer than 4 different vendors that had plants available.
