Plants for hardpan?

I have an area along my sunny fence line that has hard pan about a foot down. This wet weather has drowned a few plants I didn't catch in time to dig up (or they were too big). I lost some Buddleia's. I had a huge hole dug out with a very deep plastic planter in it that took me about half a day to dig out. Also I have some areas that gophers have made water ways thru the plant's bases and drown them. We live on a very very slight sloping piece of flat property that water drains down from the upper properties.I keep trying to deter it but sometimes you can't fight Mother nature. Maybe raised beds is a solution. Any advice, thanks.
