Never heard of using that before. I only heard of storing them in peatmoss, perlite, woodchips(from pet stores) or in a clump of dirt.

I would think the packing popcorn would dry them out and cannas need to be slightly moist when stored.

I thoght that might be the case, but it never hurts to ask. And the question of what to do with the packing popcorn is eternal!
