Explanation about strange weather pattern

I heard this on the radio today. A scientist was asked if global warming was causing this weird pattern of rain where it doesn't usually (southwest and New York in particular) and he said it was the lack of sun activity, like on the sun itself. Seems the solar flares or lack of them affect where the jetstream flows, and without the solar flare activity the jetstream is further south than usual. I thought it was interesting.
