Zebra grass for a hedge

I'm trying to enclose a place that edges with the road. I thought about camelias but I cannot easily control their height. I don't think anyone would try to walk through the zebra grass either. I appreciate any suggestions. I'm looking for something easy care that stays about the same height and won't vary from each other.
