Yes, the weather will effect your camellia blooming.
Mine didnt bloom last year, and I don't expect it to bloom this year either.
Camellias can be frustrating, or bloom later when the weather becomes nicer, they will loose their flowers, literally, they will fall off.
You live in NC, I am in SC, and I have never seen a winter like this for a long time. It's terrible, the damage to my trees is incredible, (other trees, like sweet olive) and live oaks.
Now I have to pay a fortune to have tremendous branches cut off my live oaks, and have pines cut down because the whole top of the tree broke off.
UGH!

I am in SC and have lost about 95% of my camellia blooms due to several nights of 5F degree temps.
I also have lost 2 live oak trees, my rosemary and my azaleas are very burnt.

Will be interesting to see what comes back. We had sleet and snow all night, and now there are huge flakes coming down. Shades of 1960 when it snowed every Wed. in March and stayed cold enough in between for one snow to pile atop another. All this over the entire east coast and down through South Carolina, where I lived at the time.

thanks for the feedback. I am not sure what else is damaged ... hope the azaleas are all right. Isst, my rosemary is looking quite stressed too. Greenery is looking grayish. Should I cut it back? Or just wait a while to see if it revives?

I would wait to see if it revives.
If it does not show growth by the middle of April, then see about replacing it.
Azaleas can look totally burnt yet still be alive. I am waiting to see what blooms.

Your camellia might still bloom this year. Mine are just now starting to bloom--Better late than never, I say! :)
