I never buy bulbs at full price and always purchase them this time of year. Mine are the same way, all dried up, plant them anyway. I would say that about 90% of them make it.

I bought those dried up oriental lilies from Lowes last year. If the bulb still looks alive, even though the roots on it are dry, they might make it. They will take a long time to come up the first year (in fact, I'm not sure mine came up at all last year, I thought they were dead), but they are all popping up now, so you never know.
