browning leaf tips

I have a few 2-year-old plants in a northwest window where they get a few hours of sun at the end of the day. I am in Montreal so this is relatively weak sun and not every day. One of them (only) is browning at the end of the leaves. It is the only one of the plants that did not have a red sheath (which I hope will mean yellow flowers - I got the seeds on a free offer as mixed yellows). It is treated the same as the rest. I fertilize weakly weekly. The windowsill is over a heater I cannot control but the sill is broad enough they are not directly exposed. The room is not too warm.

Is this too much light? too much fertilizer? too much heat?
