Thats what those directions are for, plants with no roots. Just make the paste, put it on, and then put the plant either in a good airy mix or perhaps some vermiculite.

Check around the area between the leaf base and the crown portion to see if there are any root nubs.

Probably not put it in water. More like - let the wounding callus over. As if it was a cactus cutting. Clivias are used to dry times, after all.

Reduce the amount of leaf - it's more like a cutting at this point. So the young inner leaves are left intact and the bigger outer ones are trimmed to about half.

Use a smallish pot - quite shallow and no more than an inch between the plant and the pot rim.

Use a gritty, open mix that drains freely. Whatever is local for you.

Once the underground portion has dried off so there's no moisture showing on the cut portions, use the hormone dip and seat the cutting so there's soil up to the base of the papery brown sheath below the leaves (furthest away from where the leaves begin to emerge). Use small sticks, or similar, to support the cutting, if you need.

If you cover it with a glass cloche (in preference to plastic) because the transpiration tends to run down the sides rather than drip over the plant - then place it in a warmish and indirectly lit site.

Water infrequently over the summer and keep the leaves dry. Check for rot - and for the emergence of new roots from that area just below the leaf crown. Gently move the dirt away with a finger so you can both see and feel.

Be very patient - months, in fact - although the rooting compound may speed things up.

When the roots have achieved an inch or so of growth you can think about potting up a size.

Could the one with no roots have been a new offshoot that was still attached to the parent plant until you divided it?

Either that or it didn't have any roots because it was too wet or too dry before.

If it looks healthy, I would just stick it in airy, not-too-wet soil and treat it as though it had roots, and they will grow.

Don't put it in water... it will rot.
