Navel Orange- Are these seeds?

I'm new here and this is my first post so I apologize if I missed where this has been covered previously.

I have read on here and other sites in the past that Navel Oranges don't produce seeds. Despite that information I have always seen tiny seed like pieces in store bought Navels. The attached picture is what I found today when enjoying a Navel Orange and found that these are noticeably larger and more seed like than those in the past.

What do you all think are these in fact seeds?

Can I plant these and if so what is the best way to try? Should I wait a while for them to dry out, if so for how long, or should I plant them right away?
