You know they might not appear to be growing above ground but they're probably settling in and growing with your good care underground and that's a good thing. The split barks might be a watering issue..maybe too much water.
Some shrubs take a while to settle in and then suddenly they are growing right before your eyes.

I agree with bumblebeez. _Pittosporum tobira_ performs well in full sun or partial shade. I don't think it's a good idea to apply fertilizer to a newly planted shrub until that shrub has had time to establish its root system. You may be killing your plants with kindness. Just leave them alone, and let nature take its course.

Split bark on a broadleaf evergreen generally indicates winter injury, i.e., cold damage. Last winter was especially cold, and your pittosporums probably sustained a little cold damage. I think cold damage may retard a plant's growth, but one hopes that one's plants will eventually recover from the cold damage to live another day. And to thrive. Just leave them alone. Don't baby them. And give them a chance to thrive. I love our native conifers--all the pines, the cedars, etc., but detest most ornamental exotic conifers except Deodar cedars, China firs, cryptomerias, etc. Please resist planting a conifer hedge, especially that botanical horror--the Leyland cypress.

Variegated pittosporum is generally considered less cold tolerant than the solid green pittosporum. Your variegated pittosporum is probably thriving because its location near your house may create a microclimate that's a few degrees warmer than the climate of your streetside solid green pittosporum hedge.
