I put in some bulbs in the Spring (purchased as plants) and the foliage of mine is up too. I think this is normal.

If you're growing L. radiata (called red spider lily), you should start to see foliage now, and it needs to be allowed to grow and stay green all winter in order for the plants to bloom next fall. The leaves will die down as the weather warms in May or June. Some other Lycoris species (squamigera, chinensis, and longituba, for instance) produce foliage in early spring, rather than fall (which is why they tend to do better in colder climates than radiata).
