ID and help with sparse bloomer

I think this is Bella but Im not sure.

I tried leaving it alone and got a dead vine and another small vine with one bloom. This year I tried hard pruning in the spring and I got a larger vine with 1 bloom.

It gets full sun with some shade at the bottom from an azalea. I don't think it is too dry or too wet or sick with disease...what is wrong?
