The answer to both questions is prune them both back as type IIIs at least the first year after planting. It helps encourage root development over top growth and may stimulate the development of more vines from the crown.

Since you are starting with a 4" pot not a gallon, I'd cut it back hard as a type III for at least two years after planting.

Pinch the new growth back too.

Getting type II's off to a good start by pruning and pinching makes a huge difference in how many vines you have, how low the foliage and blooms start and how many blooms you get.

If you don't do it, you'll get long stringy vines with few flowers and bare legs. Maybe even only one vine per plant.

Just do it.

You want your Clems to be full and covered with blooms like my Daniel Deronda. Which was hard pruned the first few years and every other year since.
