Starting dahlias

A couple more "starting dahlia" questions:

I ordered about a dozen tubers from different catalogs and they are all here. Some of them had started sprouting when I opened the box. Is it ok that I have them in the fridge? I'm ok with waiting to put them outside; but I don't want to be damaging them by doing this.

I've heard that it is good to wait until the ground temp is 60 degrees. I'm not to clear how to measure this. I have a digital thermometer that is accurate; but it only goes about 3 inches deep. Is that enough? I noticed that the temps are drastically different at different parts of the day. Is the rule to have the 60 degrees first thing in the morning?
