Deer prefer not to eat juniper, but like most humans, when they're really hungry they get a lot less choosy. My guess is that for you, the problem is worst in fall and winter. So if you want things to survive, plant in spring and protect them for the first winter or two. After that the deer may browse them occasionally but they'll probably survive.
