Planting questions

I have two questions about planting this time of year.

#1: I received a creeping Phlox collection in the mail and they were in little 3" pots. It was too early and cold to plant them when I got them, so I watered them well and just climatized them for a week. The problem is I think they sat at the PO for awhile, because they had about 4-5" of anemic growth on them. I have planted them now, so the question is do I cut all that growth off or just let it be? My instinct says to cut it off, but not sure.

#2: I bought two Roses (Morden Blush and Winnipeg Parks)from the nursery on the 15th and they are totally leafed out, but they had them sitting outside. They are at least a zone warmer than me and I don't know how long they had been outside for. Right now I have them outside under the cover of the deck, but it hasn't froze since I got them. When is it safe to plant them out? Can their leaves tolerate some frost? Or should I just leave them in their pots under cover for awhile longer...how long is ok? The trees here aren't leafed out yet, but willows are just popping.
