I think you might be better off waiting until after the foliage naturally turns yellow and dies off, probably sometime in late June/early July.

Right after they bloom the foliage sticks around for a bit in order to replenish/feed the bulb for next year. I have accidentally dug up tulip bulbs and they don't take transplanting well, often their green leaves turn yellow within a few days and they prematurely enter their rest period. The thing is, this may affect the bloom next year as the foliage would have normally remained green and fed the bulb a bit more.

But that's just my two cents. My Mom traditionally cuts the foliage off her tulips when she plants her annuals and they always seemed to produce some blooms the next year. I prefer to let my green tulip leaves remain standing and then die back naturally.

I do move tulips and daffodils in the spring, but usually when they're just coming out of the ground. Like Glen says, I suspect it slows them down for next year. Sometimes I want to divide a clump that's too big, or I'm in the middle of renovating a bed when they come up. I just find I don't get around to it later, or the rest of my plants come up and it's hard to dig out the bulbs without damaging other plants.

Each species and variety of tulip is unique. I've dug up tulips this time of year and thrown them on to the compost bin....they get covered over the season and Lo and Behold are growing next spring when I go to use the compost.

As stated above they sometimes survive but won't probably thrive if moved now. The bulbs will be small resulting in small flowers next year. We 'toss' some tulips and keep others. If it's not a variety that is special for some reason it might be best to compost them. Many varieties deteriorate over the years even if left alone. We compost about 25% of our tulips and daffodils each year...this provides room to plant new varieties in the Fall.
