Help they're eating my Willow?

What looks to be black aphids (the same things I think that ate my Diablo Ninebark last year) are now on a silver leaf willow tree that I pruned a little extensively this spring. I see the ants and the wasps are having a feeding frenzy. I took the hard spray on the water hose to them but that didn't seem to do a thing. I suppose I should try regular sprayings of insecticidal soap. Am I on the right track or are there any other ideas? Where the heck did they come from? Am I right in thinking they attack weakened plants?
