well in your decision making, you need to prioritize the timing of moving plants as we draw closer to winter. Best time to move plants - especially well established plants (and to make cuttings for new plants) is the fall.

So my suggestion is first to ID which plant you want & never mind for the moment whether you plan to consolidate as you can always do this by next season or at you new place.

Pot up your plants and either sink them down in holes or create a large mound of soil or mulch to protect these plants in winter. - just like what the garden centres do with their burlapped trees in winter which are covered up by a deep layer of mulch and topsoil. - this way, once you make a decision to move, you can easilly remove the plants again without damaging their roots further.

I had left behind a lot of roses when I moved . It was heartbreaking ! Not sure what your new living situation may be , but if you are moving in spring you can definitly pot up some smaller roses in the spring . I brought 4 with me . I think 1 survived ! :(
I wish I had some good advise . On one hand I know if you are diligent able to keep after pot maintence it can work . On the other hand it is nice to just start fresh and pick favorites . However annoying when you find yourself ordering roses you wish you had just taken with you ... Am I being helpful.? Lol probably not .
If you do decide to stay , I say give your mom a small space of her own . She may really enjoy having her own area and you can help her with the planting .
