Newbie needing help!!! possible overwatering

Ok, so I have had this fuchsia for a few months now, got it from Lowe's or Walmart, cant remember. It has been thru hell with me. My ex got it for me as a sweet gift. When we broke up I moved out, but it took awhile. I believe he was a little spiteful, but he didnt water it or my other plants and it nearly died from drying out. It lost like 75% of its branches.

Now I been doing my best to care for it, and it has even flowered since the near death. I noticed recently that it has been wilting, but the soil is not dry. I am staying with my mom and discovered we both have been watering it, not knowing the other did it. So it has been overwatered I believe. I dont think its too late to save it yet, but I havent watered it in 3 days and the dirt is still damp. What can I do to save it? Should I uproot it to let it dry out? Transplant into better soil? Anyone have some rescue tips?
