In February it will be time using your spring season weed and feed, normally that's done twice here, spring and fall because we get winter weeds too. The type of lawn care you use really depends on the type of lawn you have. Is your grass brown right now, or green? You'll need to know what kind it is.
As for your garden, you'll need to take care and possibly prune some things after bloom but it does depend what you have. Mulching VERY WELL around shrubs and plants with pine straw or bark mulch will help you with weed control there.
