Evergreen for slope, 15-20', poor soil, wind

I am looking for some privacy evergreens that will get plenty of sun and that can tolerate wind conditions. This is a hilly neighborhood with a beautiful view of the mountains...only we don't want to view the neighbor's house just below ours. So, from the deck, a 15-20' high evergreen tree would be just right so we can see over the top and hide the neighbors. We don't want it to get too tall and block the view of the mountains The soil erodes easily and is very rocky and ledgy.

I will also be looking for some other shrubs and perennials/groundcovers that will help with erosion and provide a nice view into the backyard. If you have any suggestions for these as well that would be great.
