Hi:
You can try planting some herb seeds indoors, and some outdoors. Cilantro prefers to be grown outdoors. Parsley and chives - it is probably fairly late to plant those from seed. Starting in January indoors is better for indoor growing. Why not just pick up a few plants and you'll already be along on your way. It's a great time to start basil too. It's better to plant early in spring instead of in heat here. Gives the plants some time to start. Cilantro only likes cooler weather, and parsley likes that too and succeeds in summer in some nice AM sun and PM shade.
To grow indoors you may need to get a grow light if you can not provide many hours of indirect sun. Seedings can grow leggy if they don't get the right amount (and not burning sun). Soil should not be kept too moist, and using a mini-fan is a great idea to help keep away soil gnats and fungus that can grow on indoor grown plants. I just got a clip on fan from a discount store for $6, and it clips to a shelf and it works so well!

You could've started parsley, cilantro, chives, fenugreek and dills sooner.But it is not too late.
Frost is not a problem with them once they germinate in the garden.
Basils, savories, marjorams.. need warm soil and air, and that is what we
are getting into it. I just direct sowed some of the latter group yesterday.
But with sunny, warm, dry weather, you have to keep them moist all the time. They all have tiny seeds that should be planted
VERY VERY shallow in fine soil. Starter soil is better. Then mulch them lightly with unbroken pine straw, or hay until you see them
poking. Then gently remove the mulch.
As I said, the weather condition is very favorable. The only requirement is keeping them moist.

I direct sowed a lot of herbs two days ago. It was perfect timing
as the weather is summer like. And there seems to be no cold snatch
in the nearfuture, till April 15. By then our last frost date
probability will be approaching to zero(never zero though)
In this kind of weather almost every kind of seed will germinate,
Maybe not !? Eggplants are tough, so are chines/Japanes lanterns.
