The typical junipers planted on slopes are Andorra and Parsoni (not as common and smaller) and of course the very low growing blue rug and pacific blue rug. I can't think of what would be turning brown in the winter though unless it was perhaps something different altogether. Do you have a photo?

Ick! I hate that 'bronzing' too. Many of the J. horizontalis cultivars do that, for example. Andorra is one of them.

In some locations, Parsoni juniper (Juniperus davurica 'Expansa') is extremely popular. It's one of my favorites for mass plantings. It looks like green waves on a choppy lake. But Shore juniper (Juniperus conferta) is still used quite a bit, too. 'Blue Pacific' shore juniper has been real popular in the past, but don't know if that's the one you are referring to.
