Good vegetative topsoil is not native here. Hence, you end up paying a lot for it. When builders put homes in, they'll sometimes mix wood mulch into bedding areas. The mulch comes from trees removed from the property.

You could till the yard and then seed. Mix in some course sand.

There are plenty of places to buy topsoil from. If you could be a bit more specific where you are "in Atlanta", that might help. Are you in the city limits of Atlanta or one of the surrounding cities?

For good soil go to craiglist and go under the free section and look for free horse manure. They are usually mix with with other manure like chicken or goat. They are really good for soil so we do it every year.
