Can you describe the leaves? What is NWR? If it is natural area, it is possible that it is a native plant. Otherwise, if it was in a garden then it could be exotic.

It was located on a levy at Savannah National Wildlife Refuge. I also saw a very similar shrub roadside, near the boat ramp on Harrington on St. Simons.
Regarding the leave, I believe they were similar to the locust or mimosa, but it's been about 9 months so....

Google for Cassia. Also google for "Pride of Barbados." Both these plants have compound pinnate leaves in the manner of mimosa, have pods and bloom in late summer.

There are many forms of Cassia, also sometimes called Senna.

That looks like the plant, however, I believe the seed pods are shaped different. I'll try to take a pic of a pod tonight and post it.
