Well it might be one of your neighbors...but probably deer. They love rosebuds. You can try Deer Off, which is a pepper spray that will deter them. You will have to reapply it after a heavy rain and then every few weeks.

You can look at the stalks where the buds were and it will appear that they were snipped off. The deer just eat the buds and new growth. You can cut back these canes to help start the next flush. It happens to me and I know it's very frustrating.

Oddly enough after 6 or 7 years of having the same rose bush in front of my house the deer ate all my roses overnight.

But first they ate my neighbor's roses across the street then my sister's two houses down and my other neighbor one house down.

They probably think this is the buffet line.

I'm wondering if there has been a burst of babies this year and they are short on food. We have never had the deer come into the subdivision and eat flowers. Still I'm glad they aren't going hungry.
