Upright verbena pruning?

I have been pleased with a stand of upright verbena as a butterfly magnet and long blooming, airy look. What do I do in the winter? The stalks look like they die, so last winter I cut them to about 6" from the ground. This spring, the stalks seemed to come back to life and sprouted.

Should I leave the stalks over the winter or cut them down?

I interplanted them with the tiny daisy like weeds that I found in my yard and by the roadside and it looks good for a start. Hopefully, next year they will fill in and not just cling to life.
