When is it too late to plant transplants?

FINALLY getting to the point when I can plant my new garden and I can't wait!! Starting from scratch, right now it's all just good dirt. But I won't be there for a couple or 3 weeks...

So...How late in the year can I put in new transplants in zone8b(Savannah,GA)? 3 and 6 gal size of perenials.

Also,I have some varigated liropes I'd like to move from a zone10 garden in Florida to my new garden in Savannah. Is that a good idea or not?
