Of course you might check with your local water authority but as far as I know this is just a ban on outdoor watering. I am not aware of regulations for indoor watering or indoor fountains. Conserving water indoors is voluntary but encouraged. So if the fountain uses a lot of water and whoever's fountain it is can live without the fountain then they might do that.

A better question to ponder why you're trying to fall asleep tonight would be...
If a person connects a garden hose up to their sink and sprays it out the window while remaining physically indoors, is that indoor watering or outdoor watering?

I bet judge has heard a lot of "creative" ways to have things done.
Now, pumping grey bath water from the second floor window right down one's garden - that might be a good idea. Instead of shlepping buckets of water down the stairs several times a day to hydrate thirsty shrubs and perennials, like I do. There is a silver lining though: my arm muscles look better then ever!

If you want to get one, I wouldn't wait too long. I have a strange feeling that finding utility pumps is soon going to be a lot like trying to find a generator after a hurricane or ice storm.

the other big plus at the moment for an indoor fountain is that it won't freeze during the cold spell that we are about to have!!
