oleander won't bloom

I have two white oleanders that I grew from 6" cuttings. It is coming up on three years since I've planted them in the ground in very sunny locations. They've put on tremendous growth and are about 10-12' tall even though I've pruned them back by almost half. However, there is very sparse flowering. I have other oleanders that are the hot pink ones, and they bloom beautifully right next to the white ones. Will my white oleanders ever put on a nice flush of blooms?
