Have you tried people who have horses? Here in Dutchess County, they're are several people who are happy for us to take some of their manure. Before they closed our median, my husband used to drive his Kubota with the front loader across the Taconic to the horse farm on the other side of the parkway, load up and drive back. If there's no aged manure available, you could take new manure but you'll have to age it before you can use it on your garden. Having new manure works only if you have a big enough yard that you can store it away from your house (and your neighbors' houses).
