Hi, welcome to the hobby!

With your parts list it looks like you're planning for a deep water culture system. There are many places on the internet to find instructions on how to make and use them. I have such a post on my own blog, and I have included a link at the bottom of this post if you want to check out how mine is doing.

A deep water culture system is a fine system for growing peppers. If operated properly, you can start the plants from seed and grow them all the way to harvest in the same system, so you don't have to worry about buying plants to start out.

In my opinion, Rapid Rooter plugs make it very easy to succeed at starting your own plants from seed in Deep Water Culture. I suggest you pick up a bag- they should cost $15 or less for a sack of 50 plugs.

Beyond that, we'll need a few more details about your gear in order to help you get started:

You mentioned that you have a "growing light". What kind of light do you plan to use? What is the wattage and color temperature of the light? Peppers (like tomatoes) require a lot of light to grow well.

What brand/type of nutrients do you have? Peppers grow well when started on a "grow" formula for vegetative growth and then switched to a "bloom" formula when they begin to flower and fruit.

Ah, sorry- I just realized that you are making out your list but haven't actually done your shopping yet.

Your actual growing system should cost less than $30 to get together, but you'll need to make choices about nutrients and lighting.

In order to help you make choices, folks would probably find it useful to know what your budget is. How much are you willing to spend on your lighting and nutrients?
