Plants falling over

I'm new to gardening so I don't really know what I'm doing. I've done some research and setup a container garden in my garage.

I'm focusing 3 825 lumens soft white bulbs onto my seedling area and the seeds germinate and grow nicely. They take a little bit longer but that's fine. Once the plants start to mature or reach a particular stage they fall over. The leafs still appear healthy green and I even pulled one plant out of the soil and observed healthy roots.

I have two batches of garlic. The oldest is 7 weeks and the other is 4 weeks. The 7 week garlic have all toppled over and don't show any signs of wilting; they just fall over. The base seems fairly weak and the leafs become limp. In the same container I transplanted a spinach seedling and the same result after a few weeks. The seedling itself appears healthy it just fell over. I have a fan very lightly blowing on them a couple hours a day. Once in the morning for an hour and once in the evening for an hour.

The second batch of garlic--in a separate container--is showing signs that they are about to fall over as well. I'm wondering if I'm not providing them enough light which is the only thing I can think of.

The grow light station consists of 2 bulb T5 6000k and each bulb is 5000 lumens. The garage is climate controlled and the temp ranges from 70-75 degrees. I don't think I'm over/under watering. I have other plants such as cilantro, crookneck squash, jalapenos, and celery and they look just fine. Do I need more light or a different kind of light like a T5 3000k?

Any help would be appreciated.
