When to pick bush beans

In May I planted bush beans for the first time. According to the pack of seeds, the beans should be about 6 inches. I have about 6 bean plants that have produced beans but not many and the don't get any bigger than 4 inches. The bush itself is about 2 feet tall. Can I pick the beans now?
