Are these Bamboo Shoots dead?

At least 4 of them look dead, but I was wondering if I should repot them just in case. I got the bamboo plant from Walgreens 2 weeks ago 15 out of 20 shoots are still alive. I guess the salespeople weren't aware they had to water the bamboo...
Also, the rocks and water stink. I have new aquarium rocks to change the water. Any tips on not shocking the bamboo to death? Thanks.
