Hollow beans

I have been growing bush beans for many years and have often noticed in the middle of the season there are a few weeks when the plants rest and what beans they do produce are small and hollow. I pick these off and within two weeks I have a new crop which continues until frost in late September.

Could this be caused by heat or drought?
